A Chicago federal district judge on Tuesday shot down the Federal Trade Commission’s efforts to block a merger of two hospitals in Chicago’s north suburbs that could create a $7 billion health system.

Judge Jorge Alonso issued an order saying the antitrust regulator failed to meet the burden for a preliminary injunction that it was likely to succeed on the merits of its antitrust claims. He issued the written order under seal, saying it contained sensitive competitive information.
