It is no longer business as usual for the online industry. As with so much else, the fallout from Sept. 11 has changed the rules of Internet commerce.

For the past few years, online businesses have been free of much government regulation. Whether a company sells widgets or video programming, Internet transactions have remained straightforward and, for the most part, unregulated by Washington. Online orders are placed, and the goods are sent to the buyer. Other than credit card approval, the transaction is that simple. Only online businesses that deal in encryption software or regulated products, or that routinely ship goods outside the United States, have focused much attention on regulatory compliance.
