In one of his first major decisions about how he will operate as a justice, Chief Justice John Roberts Jr. has decided to join the cert pool -- the group of justices whose law clerks divvy up incoming petitions for certiorari to produce a single memo about each case. But the fact that Roberts said he's joining the pool for his first year suggests that once he gets settled in, he may take another look at a process that some criticize for giving individual clerks too much power.
