Highlights of the governor's proposals to raise the age of criminal responsibility and other youth crime reforms.

When fully implemented, the governor's program would:
• Raise the age of adult criminal responsibility to 18 from 16.
• Raise the lower age of juvenile jurisdiction from seven to 12 for all offenses except homicide.
