The family of a woman killed in a car accident has reached an $11.3 million structured settlement after the state was found negligent for an ice-covered highway in Dutchess County.

The family of a woman killed in a car accident has reached an $11.3 million structured settlement after the state was found negligent for an ice-covered highway in Dutchess County.
Jeff Rozell, widower of Michelina Rozell, and their two children will receive the money over their lifetimes, said the family's lawyer, Jeffrey Feldman of Feldman, Kleidman, Coffey, Sappe & Regenbaum in Fishkill.
The settlement came five years after Court of Claims Judge Thomas Scuccimarra found the state had negligently maintained State Route 115, known as Salt Point Turnpike. In a separate decision, Scuccimarra awarded the Rozells $7.6 million in damages, which was reduced by 50 percent, the amount of the state's liability. It came with 9 percent interest.
