Phillip Hom was inducted as a Civil Court judge on Dec. 12, at a ceremony at the Civil Court in Queens.

Phillip Hom was inducted as a Civil Court judge on Dec. 12, at a ceremony at the Civil Court in Queens. Administering the oath was Presiding Justice Randall Eng of the Appellate Division, Second Department, left of judge Hom. Joining them were, from left, Council member Peter Koo; Justice Doris Ling Cohan, of the Manhattan Supreme Court, Appellate Term, First Department; Councilman John Liu; Justice Jeffrey K. Oing of the Appellate Division, First Department, Council members Karen Koslowitz, and Barry Grodenchik. Hom was the chief of staff for former Councilman John Liu, and later a special counsel at Windels, Marx, Lane & Mittendorf. He fills the seat vacated by Judge William Viscovich of Queens County Supreme Court.
