Biben, who previously served as executive director of the Joint Commission on Public Ethics, was first appointed to the Court of Claims by Gov. Andrew Cuomo in 2015. She served as the state’s inspector general before her work with the JCOPE, and also worked in the state attorney general’s public integrity office. She serves concurrently as an administrative judge in Manhattan Supreme Court.

Bruening and Schwartz were also appointed by Cuomo. Bruening served as assistant counsel to Gov. David Paterson and Cuomo before his appointment to the Court of Claims in 2011.
