The commission reprimanded Joan Kline, a former judge in Guilford Town Court and Oxford Village Court, after it received a complaint about her behavior toward litigants in a case at Guilford Town Court.

Michael DeNinis and Vicky Kemmerer, who were defendants in the case, said Kline was rude to them and engaged in an improper ex parte conversation with the claimant, Timothy Warneck, the commission said in its decision.
