Presiding Justice Alan Scheinkman of the Appellate Division, Second Department, on Thursday reopened the Orange County Courthouse, which was damaged by hurricanes seven years ago. The new courtroom was dedicated to Joseph G. Owen, a longtime justice of the Supreme Court who sat in Orange County but has since retired.
