Two Ex-Top NY State Financial Enforcement Officials Depart for Security and Compliance Firm
Two former top officials at the state Department of Financial Services are heading to Guidepost Solutions, a global security and compliance firm headquartered in Manhattan.

Two former top officials at the New York state Department of Financial Services are heading to Guidepost Solutions, a global security and compliance firm headquartered in Manhattan.
Matthew Levine and Megan Prendergast Millard, both of whom were in senior positions in the agency's Enforcement Division, were appointed to leadership positions at the firm this week.
Levine, who was most previously executive deputy superintendent for enforcement at DFS, will be the firm's new president of financial and regulatory compliance services. Millard, who was deputy superintendent for enforcement at the agency, will be a senior managing director at the firm.
“Our clients are turning to us more and more for guidance on an ever-changing regulatory regime and to address compliance in today's financial markets,” said Julie Myers Wood, CEO of Guidepost Solutions. “The addition of Megan and Matt illustrates our commitment to delivering positive outcomes across the financial ecosystem as technologies change and create new demands on corporate compliance programs.”
While at DFS, Levine and Millard led some of the agency's largest enforcement actions since it was created in 2011. That included enforcement actions against Deutsche Bank related to Russian money laundering, Barclays Bank for irregularities in its whistleblowing program, and Chubb Insurance for insurance law violations related to products affiliated with the National Rifle Association.
They both also oversaw investigations involving cybercrime, cybersecurity, fintech and other related areas of the financial services sector.
Levine was a federal prosecutor in Brooklyn and Washington, D.C., for a decade before joining DFS. He was acting chief of the Business and Securities Fraud Section in Brooklyn for a time, where he supervised a number of attorneys working on related cases.
Millard was previously with the Dreyfus Corp., an investment manager, and was a senior assistant district attorney in Brooklyn before that.

The complaint was filed Sept. 4 in Connecticut District Court by attorney Robert M.
