On Sept. 11, Chief Administrative Judge Lawrence Marks, above, spoke during a ceremony at the Court Officers Academy in Brooklyn to mark the 18th anniversary of the World Trade Center attack. Three wreaths stood behind him as a silent memorial for Captain William Harry Thompson and Sergeants Thomas Jurgens and Mitchel Wallace who were killed during the attack.
