After a former top doctor at Rikers Island filed a highly critical report about Brooklyn's Metropolitan Detention Center's response to the coronavirus, federal Bureau of Prisons officials sprung into action to take a surprise tour of their own, according to testimony Tuesday in the Eastern District of New York.
