Gov. Andrew Cuomo handed down stipulations Aug. 21 as he signed a bill that would give absentee voters a heads up about deficiencies with their ballot envelope.

In a memorandum tied to the bill, the third-term governor voiced support for the measure but wrote that the Legislature’s vision cannot be realized on such a short time frame before the November general election.
