A federal judge on Oct. 30 upheld Gov. Andrew Cuomo’s gathering restrictions for houses of worship in coronavirus cluster zones—a controversial part of the state’s strategy to target virus hot spots.

U.S. District Judge Gary L. Sharpe of the Northern District of New York issued the decision, ruling that the state’s cluster restriction scheme “was guided by science and data, and not a mere desire to target religion.”
