The New York Court of Appeals on Monday declined to hear a grassroots group's appeal of an Appellate Division, First Department ruling allowing New York City to move ahead with rezoning in Upper Manhattan's Inwood neighborhood.
Community organizers said the impact of rezoning on residents of color has not been properly studied.
