The Administrative Board of the New York State Court System believes that judges are fungible or interchangeable.
In denying certification to seven appellate justices and 39 trial justices of the Supreme Court, the Administrative Board takes the position that the Justices are readily replaced by other acting Supreme Court Justices or not needed to be replaced at all.
