At 10:30 on a Thursday morning, Javon Burroughs dialed into a federal court hearing to apprise U.S. District Judge Richard M. Berman of his progress.

The 34-year-old Burroughs was living with his mother in the Bronx while serving three years of supervised release after pleading guilty in 2010 to one count of a felon in possession of a firearm. He had already served a more than four-year sentence in federal prison, and was re-arrested in 2015 for violating the terms of his release.
