The New York State Bar Association is stopping well short of calling for Gov. Andrew Cuomo to resign, even as the third-term executive sees a wave of political allies defect and call for him to quit.

In a scathing report that has sent shockwaves through New York’s political world, outside attorneys hired by the state Attorney General’s Office concluded that the governor sexually harassed a slate of state employees. The report also found that a culture of fear, intimidation and retribution added to an environment where Cuomo’s behavior was able to flourish.
