Steven Banks, who for the past eight years has led New York City’s efforts to serve its homeless population during a challenging time to hold that role, is stepping away from city government to oversee Paul, Weiss, Rifkind, Wharton & Garrison’s pro bono efforts.

During Banks’ tenure as the city’s Social Services commissioner, which ends on Dec. 31 with the start of Mayor-elect Eric Adams’ administration, he managed a first-of-its-kind program to provide free legal representation for low-income tenants, the country’s largest social services agency and a sprawling shelter system that houses tens of thousands homeless individuals.
