The New York state Senate on Wednesday voted to confirm Shirley Troutman as an associate judge on the New York Court of Appeals, where she will be the second-ever Black woman to serve on the seven-member panel, the state's highest court.

The complaint, filed Sept. 30 in New York Southern District Court by the Securities and Exchange Commission, accuses the defendants of using consulting agreements, attorney opinion letters and other mechanisms to skirt regulations limiting stock sales by affiliate companies and allowing the defendants to unlawfully profit from sales of Enzolytics stock.
