New York Gov. Kathy Hochul pocket vetoed a bill that would have smoothed the path for judges to be certified to continue serving after they turn 70, dealing a blow to efforts by judges' groups and others to ensure older judges can continue serving after a recertification controversy amid COVID-era budget cuts led to litigation.

The bill would have changed the wording of the judiciary law to say judges "shall" be certified for service by the Administrative Board of the Courts if they apply to keep working, an update from the current phrasing that they "may" be certified.
