Two judges appointed by former President Donald Trump tangled Wednesday over how much deference should be given to federal agencies that depart from their own precedent in making administrative determinations.

The pointed back-and-forth, between Judges Joseph F. Bianco and Steven J. Menashi of the U.S. Court of Appeals for the Second Circuit, came as a three-judge panel of the Manhattan-based appeals court vacated a 2019 decision by the Board of Immigration Appeals, which denied asylum for a Nigerian citizen convicted of wire fraud and identity theft charges.
