Chief Judge Janet DiFiore of the New York Court of Appeals said Wednesday that a controversial plan to consolidate the state's byzantine trial court system was tied to broader efforts to reduce racial disparities and ensure equal access to justice.
In her annual State of the Judiciary address, DiFiore stressed the disparate impact of the court system's "rigid and fragmented" structure on vulnerable families, and called for legislative action on a proposal to its streamline operations.
