On Sept. 7, 2019, Shamill Burgos was checking out a friend’s newly purchased ride, sitting in its front passenger seat, when an unmarked New York City Police Department vehicle pulled up behind them.

Two officers emerged and approached the vehicle with hands on their weapons, ordering the occupants to get out. The officers searched the car and found a fanny pack in the trunk containing a gun and Burgos was taken in custody, court papers state.
