New York Gov. Kathy Hochul announced lawmakers had reached a $220 billion state budget deal in earnest late Thursday afternoon—though final details would continue to be worked out into the evening.
The deal addresses cashless bail reform with an agreement that promises to "break the cycle of repeat offenders," giving police the ability to arrest those who repeatedly commit serious crimes, Hochul said.
