Writing that Russia’s attacks on Ukrainian civilians “would constitute genocide” under an international convention, the New York State Bar Association has called on the United Nations to establish a war crimes tribunal to investigate and prosecute Russian military and government members.

The bar association’s executive committee passed a seven-page resolution that urges “the UN to investigate and prosecute members of the Russian military and government for violations of international law, including human rights violations, crimes against humanity and aggression,” according to a news release about the resolution.
