American Bar Association President Deborah Enix-Ross said she’s observed her home state of New York make progress in closing the gap between adequately funding legal services for civil matters involving low-income people during her 40 years of practicing law.

But because of the pandemic, more people are in need, and so the gap has widened, Enix-Ross said during the New York court system’s 13th annual statewide public hearing to evaluate the continuing unmet civil legal services needs at the New York Court of Appeals on Monday.
