A town judge in New York's Southern Tier agreed to be censured after the state Commission on Judicial Conduct determined he mishandled seven cases, the watchdog panel said Wednesday.
Franklin Town Court Justice Gary P. Arndt gave legal advice to plaintiffs in a small-claims case in one instance, the commission said.
