Last week, as the City Bar Association's ratings for the seven candidates for state chief judge were made public, both controversy and head-scratching swirled among some lawyers, court-watchers and advocacy groups.
The influential bar group had singled out a lone candidate as "Not Well Qualified": Appellate Division, First Department Justice Jeffrey Oing.
