Benjamin N. Cardozo School of Law professor Kathryn Miller has emerged as an early critic of Gov. Kathy Hochul’s proposed rollback of a key portion of New York’s bail laws.

During Hochul’s recent State of the State address, she spoke of her intention to lobby lawmakers to strike the section of law that compels judges to impose “the least restrictive means,” or release defendants who are facing most misdemeanors and nonviolent felony offenses.
