New York City’s Corporation Counsel, representing nonparty movant New York City Civilian Complaint Review Board (CCRB), moved for an order unsealing the records related to the underlying criminal case.

Defendant in the underlying case, New York City police officer Wayne Isaacs, was charged with murder in the second degree and manslaughter in the first degree in what was at the time the New York Attorney General’s first-ever prosecution of a police shooting case.
