In the two years since New York legalized the recreational use of marijuana, the state has struggled to get the regulated pot market up and running. 

As the process to license legitimate businesses plods along, authorities are grappling with how to deal with unsanctioned retailers that have sprouted up like, well, weeds. But despite the setbacks, many still see a bright future ahead for New York’s legal cannabis industry.
