For more than two years, the petitioner submitted "multiple…requests pursuant to the NY Public Officers Law §87(2) (§87(2)), the Freedom of Information Law (FOIL), for information about the (Project)." The UDC identified more than 9,000 documents of possibly responsive material, disclosed 2,580 documents and withheld the balance "pursuant to five statutory exemptions." The petitioner appealed, but conceded that certain documents were exempt under §87(2)(i).
