The New York agency that regulates financial services and products said Wednesday it is proposing new rules to govern the conduct of pharmacy benefit managers that operate in the Empire State, establishing consumer, pharmacy and market protections.

In a statement, Superintendent of Financial Services Adrienne A. Harris said the proposed rules are aimed at stopping abusive contract terms that raise drug costs, while establishing network adequacy standards to foster access to affordable prescriptions.
