Larisa Markus was president and founder of Vneshprombank, one of Russia’s largest banks, which was declared insolvent in 2016. In May 2017 she was convicted, in Russia, of embezzling $2 billion from the bank.

In 2019 Rozhkov—appointed to preside over the liquidation of Markus’s assets—as Markus’s Foreign Representative brought a Chapter 15 proceeding to locate assets owned or controlled by Markus, whose attorney Victor Worms, flouted discovery obligations, leading to bankruptcy court’s imposition of sanctions of $1,000 daily until the documents at issue were produced.
