An intermediate appellate court that hears cases for 10 downstate New York counties will resume requiring in-person appearances on orders to show cause requesting emergency relief as of Oct. 23.

Emergency relief includes requests for a temporary stay pending disposition of a motion.

Lucian Chalfen, a spokesman for New York courts, said in an emailed statement Monday that the Appellate Division, Second Department's announcement shows that the division is "effectively going back to the future."
