An attorney who chairs New York’s Cannabis Advisory Board expressed frustration on Tuesday about what he described as his board’s inability to give guidance to the state Cannabis Control Board, the new industry’s regulatory authority that’s been under scrutiny because of a slow rollout of its licensing of dispensaries.

During Tuesday’s Cannabis Advisory Board meeting, Chairman Joseph W. Belluck also questioned whether his 13-member panel has been allowed to carry out the mandates of the Marihuana Regulation and Taxation Act of 2021.
