An overwhelming majority of New York trial court judges presiding on a criminal matter are sidestepping a law that requires them to submit the decision to State Reporter, with only 6% of the written decisions published annually, according to a report from a watchdog organization.

That report has been met with a potential proposal from a key lawmaker in the New York Senate that would seek to improve transparency in the criminal courts of the state.
