New York Court of Appeals Judge Shirley Troutman has returned as co-chair of the Franklin H. Williams Judicial Commission, the longtime blue-ribbon committee that promotes racial and ethnic fairness in New York courts, Chief Judge Rowan D. Wilson said Wednesday.

Just the second African-American woman to sit on the state’s top court, Troutman is filling the commission co-chair vacancy left by Judge Richard Rivera, who had served in that role since February 2022, but recently relinquished it upon his appointment to a statewide leadership role in family courts.
