New York Gov. Kathy Hochul’s annual State of the State address on Tuesday touched on myriad key legal issues in the Empire State, including a call to lift the restrictive population-based cap on trial court judges. 

In all, Hochul’s opening message to the 210-plus member legislature for 2024 contained 204 proposals, including funding for adding mental health courts, and expanding existing ones, as she said they have been successful in reducing rearrests and improving mental health outcomes.
