The agreement between the executive branch of New York state government and federal prosecutors over allegations of a culture of sexual harassment during the Cuomo administration was rife with conflicts on both ends, attorneys for former Gov. Andrew Cuomo said in a letter to U.S. Attorney General Merrick Garland.
