A 26-year-old man allegedly kills a young woman in New York City. He flees to Maricopa County, Arizona to avoid his arrest and where several days later he brutally stabs two other women, but does not kill them. He is caught in Arizona, arrested, and remanded to jail.

Under normal circumstances the Maricopa County prosecutor would consult with her New York counterpart to return the suspect to New York where the more serious crime of murder could be prosecuted.
