A three-judge panel of the U.S. Court of Appeals for the Second Circuit on Wednesday heard oral arguments on whether common-law sovereign immunity applies in the prosecution of the Turkish state-owned bank Halkbank for allegedly violating U.S. sanctions against Iran.
