Plaintiff and the proposed class, who are tenants at an apartment building in Long Island City, Queens, alleged in a lawsuit against their landlords that they were charged more than the maximum legal rent for their apartments, and were denied the other benefits of rent-stabilization—such as mandatory lease renewals at the amounts allowed under New York State law.

The tenants allege that, while they were being overcharged, the property owner received substantial Real Property Tax Law §421-a tax concessions.
