Petitioner Jewish Press Inc., a newspaper focusing on news in the Jewish community, brought a Article 78 proceeding challenging respondent New York City Department of Finance’s denial of its request for a plethora of information pursuant to the Freedom of Information Law.

Brooklyn Supreme Court Justice Katherine Levine partially granted the petition, finding there was no suggestion by the city finance department that the disclosure of names of individuals who received summonses for COVID-19 violations would be offensive and objectionable to a reasonable person of ordinary sensibilities.
