New York's court system is working with the Center for Justice Innovation to implementing a number of common-sense measures aimed at reducing case processing delays, including improving oversight of the discovery process, accelerating when pretrial hearings occur, deploying court personnel to help resolve obstacles to case resolution, and establishing a formal protocol for conferencing cases and setting firm trial dates.

Six months ago, I wrote a piece for Vital City explaining why, in my view, the number of pretrial detainees at Rikers Island has increased significantly since 2020, and laying out several broad suggestions for reversing this trend. Since then, I have become even more convinced of the urgency of fundamentally changing the way the court system handles felony cases so that we can minimize the unnecessary delays that have long plagued New York City's criminal courts.
