New York's Motor Vehicle Accident Indemnification Corp. (MVAIC) was established and created in accordance with New York Insurance Law Article 52 to provide no-fault and bodily injury coverage to innocent victims of motor vehicle accidents caused by, inter alia, uninsured, stolen and/or "hit and run" vehicles and insured vehicles for which the insurer disclaims liability or denies coverage. Ins. Law Section 5201 (b).

MVAIC coverage is available to a "qualified person" (a New York resident other than an insured or owner of an uninsured vehicle and his spouse, when a passenger in the vehicle, or a resident of another state or country that provides reciprocal coverage to New York residents. Ins. Law Section 5202(b). As of Dec. 31, 2018, MVAIC has had reciprocity agreements with New Jersey, Michigan, Ontario, England/U.K., Israel and South Korea. (N.Y. State D.F.S.
