Real EstateFormer New York City Mayor Bill de Blasio, as well as the city's former finance commissioner and former housing commissioner, operated the Third-Party Transfer Program. Through the program, foreclosed tax-delinquent properties are transferred to property developers.
In March 2019, plaintiffs alleged the program discriminated against minority homeowners and neglected to provide adequate notice to homeowners prior to seizing their property.
