After its stumble from the gate over many years, New York's emerging watchdog for prosecutorial misconduct remains in a battle with the 62 offices it will oversee.

The District Attorneys Association of the State of New York said it still questions the constitutionality of the New York State Commission on Prosecutorial Conduct, and it's concerned the watchdog's proposed set of rules might hinder prosecutors’ work, a claim denied by agency administrator Susan Friedman.
