A federal judge on Wednesday found New York City in contempt over the conditions at its jails, saying the levels of "unconstitutional danger” have not improved for inmates or staff in the nine years since litigation began.
In a 65-page ruling, U.S. District Court Judge Laura Swain of the Southern District of New York found the city in contempt on 18 claims.
